Can a puertorrican aks for Spanish citizenship based on bloodline from spaniard great grand parents?

No, I am afraid that this is not possible. Citizenship through bloodline goes as far as two generations. You would be able to opt for it if your grandfather had been a Spaniard. You can nevertheless opt for citizenship via residence, after having resided legally in Spain for two years.
