There are two answers to this question, firstly, in terms of starting a property management business, you can start without any specialism or experience. However, it would be helpful if you could gain experience and qualifications within a residential property management/block management company, or within an estate agency that has a property management division.

Relevant qualifications include a degree in Estate Management, accredited by the Royal Institute of Chartered Surveyors (RICS) or the qualification offered by the Institute of Residential Property Managers (IRPM). This will give excellent grounding in property management legislation.
