Is it legal to make fires at beach parties in Spain?

Are personal fires legal in spain, like at a party on the beach. Can we make a fire? I am in Santander along the coast.

You first need to request an administartive permission from the Town Hall to light a fire on such a day on such a beach.

If you just light a fire at night without permission ona beach you may be fined.
