The community pool is situated below our villa and a pathway and steps leading to the pool runs alongside our villa, being separated from our garden by a very low wall. There is a locked gate both at the top and bottom of the pathway but anyone gaining access to the pool area from below is then easily able to step over the wall into our garden.

Because of burglaries nearby recently our neighbour is concerned about the vulnerability of his own property via this route across our garden and has asked that we consider raising the height of the wall between us and the communal path.

While this is a reasonable request, do I own this wall and is it my responsibility or is the responsibility at least partially that of the community? Should the community contribute to the cost for the sake of general security?
