Returning Deposit

last year we decided not to complete on an apartment in Orhiulea de costa, our contract stated we get 30% of our deposit paid back if we do not complete, however,the builders say they will not pay the deposit until the apartment is resold. We have been constantly sending e mails to our solicitors to try and arrange a personel appointment with our solicitor in spain, but they do not return our calls, is there a complaints department in Spain that we can go to get help to make the solictors take our case seriously and contact us to arrange a apointment.
