    My question relates to proposed legislation. What sources are available to read the text of proposed laws? Are their sources available?

    ...for example, in the U.S.A., the Library of Congress has a website (thomas.loc.gov) that has the text of pending legislation and the status. Is there a similar website or source for pending Spanish legislation?

    Dear Sir or Madam,

    Specifically devoted to drafts? Not that I'm aware of.

    You only have to google for example key words such as "borrador" or "anteproyecto" followed by the name of the draft of the law you are interested in and you'll be able to access Congress' or Senates' drafts. Unless of course you have private Case Law databases in which case you have ready access to them (but these are restricted to users that pay).
