I think you may be confusing two things.

One thing are the legal fees you or a family member have freely and willingly agreed to with your appointed lawyers. i.e. 10% plus 16% VAT on all the recovered amounts.

And a different matter is the compensation to which beneficiaries of the deceased are entitled to as a direct consequence of the murder following the above law.

On the first point Spain's Law Societies set legal fees solely for guidance purposes, they are not binding. But there is freedom to negotiate above or below these amounts. In fact most law firms charge well below what the Law Society stipulates to remain competitive. Fairly recently the Supreme Court has allowed lawyers to agree cuota litis covenants with their clients (i.e. no-win, no-fee agreements).

On the second point the reffered law itself lays out clearly the amounts (art 6) to which the different beneficiaries (art 2) are entitled to as compensation.
