If the community agree by vote to charge all owners 450 Euros at an AGM to paint the community. Can an owner inform the adminstrator in writing that he does not want this money deducted from his account and must the adminstrator act on this letter, even if the President has instructed them to carry out the agreed vote of the majority of owners
