Temporary residency- resolution status is "Archiving"

Hello, I am writing this message on behalf of my brother, who married a Spanish national. After that he applied for Temporary residency card. For a while the status showed "pending" and now it is showing "Archiving" with decision made on 29th Jan. Kindly let me know what does the resolution status-"Archiving" means.

This means that the authorities have ended the process as they understand that you are no longer interested in pursuing this residence permit. It would seem that they had requested further information from your brother who never answered their petition. In order to know the exact reasons you will need to read the letters received from the immigration office.

I am in similar position as above
I applied resident card as spouse of EU citizen
My file is showing archived.
As Verification of documents took over six months from Spanish embassy abroad and I received them today from embassy.
Kindly can you advise me that Can i just submit verified documents to immigration office and will they open the file again.
Or i will have to apply whole application procedure from beginning ?
