Is it legal to grow, possess and smoke a small amount of Marijuana?

i am confused about the law in spain regarding marijuana. the local police came to my house and said they had a coplaint from a neighbour who could smell cannabis outside my house,they said they too could smell it.they gave me a denuncia and said i will be fined for possession.i thought it was legal to grow and possess and smoke a small amount for personal use in my own house. can i be penalised for a smell???????????

Buying and selling cannabis is a criminal offence punishable by law.
Possession and consumption at a public place constitutes a misdemeanour and is penalized with a fine and confiscation.
Growing the plant on private property for personal use, and consumption by adults in a private space is a constitutional right and hence not illegal.
