What are the legal requirements on a Spanish hotel in or around the Costa Dorado in relation to providing a safe area around a jacuzzi?

By local spanish health and safety standards, what must a hotel provide or do in order to comply with health and safety? for example, provide hand-rails, warning signs that surfaces may be slippery, have anti-slip surface around the pool?

Also, are poolsides in Costa Dorado normally/usually surrounded by wooden surfaces and steps?
