    Default Access to Services

I own a coastal property in Almeria and have for the last four years tried to obtain permission to renovate and instal electricity and connect to the grid. The property is within the proposed protected zone under the Ley De Costas Law and also comes under the domain of the Caraterras. The whole project has been with the Medio Ambiente who have now suspended giving any permissions quoting article 12.5 of the ley De Costas Law. As a property owner do I have a right of access to electricity and should they grant me permission ?

    Dear Sir/Madam,

No, they are not obliged to.

As you yourself write, it is within the protected zone.

    Yours faithfully,
