Hi I am new to the forum (1st post) I have searched but cant find a suitable answer to my issue.

I own a town house in a Marbella urbanisation on the beach. Our third floor balcony looks out over the sea. However, over the past 11 years a tree that was planted in the community gardens has grown up to the point where it blots out a large part of our sea view. The tree was a small sapling when we bought the house and we never noticed it until a few years ago. We asked our president and administrator company to cut it down as they had done in the past with other trees in the urbanisation. The administrators wrote to us and said that the town hall has strict rules about cutting down trees, so we asked if they would prune it. They have now replied saying they can only prune the bottom of the tree. My question is does this sound right ? and is anyone aware of these rules about trees? and even if they exist is there any way to get them to prune the tree?
