Spanish Lawyers and official complaint forms - 'Hoja de reclamacion'

Does anyone know if Spanish lawyers are required to keep copies of official complaint forms 'Hoja de reclamacion' on their premises?

Can a Spanish lawyer refuse to hand out an official complaint form when requested for one on their premises?

I understand the law in Spain details all businesses must have these available, however, many lawyers and developers will try and tell you that they do not need to keep these forms............. is this true or just an example of a Spanish lawyer being economical with the truth?
