Payments from a community's Reserve Fund

In section 9 1(f) of the translation of the Horizontal Property Act that I have we are advised that the Reserve Fund can be used "to subscribe to an insurance policy covering damages in the building or alternatively to subscribe to a contract for permanent maintenance of the buildings and its general installations." Can you please advise whether or not this could include the cost of a normal annual maintenance contract where we have somebody working every day on maintenance duties?
