Can we cut the supplies of neighbours who don't pay the community fees?

We live on a complex and there are several owners who either will not pay or say they cannot pay for both the comunidad fees and water consumption. This has been going on for over 3 years since the complex was built. The water comes from the water company but every house has its own meters which are read and controlled by the comunidad. We are all sufferring because of the non payers and we have had 3 presidents and 4 administrators and still the problem goes on with a very large debt building up. As the comunidad contols the water meters can we cut off the supply for these constant scroungers.
