Hi,

I have received a photo radar speeding notice from Spain in the mail today, which alleges that I've been photographed @120km/h in my rental car which exceeded the speed limit of 80 km/h. The notice demands that I pay 200 EUR (less 30% discount if I pay within 30 days). The notice directs me to a web site to pay, but the web site https://apl.dgt.es/WEB_Sanciones/jsp/sincertificado/identificacionPagador.jsf to pay, but the web site requires that I have Spanish identification number which I do not have. So, I cannot pay the fine. I am not planning to travel to Spain or obtain the identification number any time soon. What should I do? What will happen if I simply do not pay the fine?
