NIE for my Danish daughter

Am a Nigerian here in Spain, my daughter was born here in Spain but she has a Danish passport , how can I get her a NIE? We have been to the policia dept, they refused her. I do not have a legal resident yet, but the father has a NIE.

We need to know why she was rejected the NIE certificate , or was it the Registration certificate as an EU citizen, bearing in mind she is Danish?
