Citizenship for family member of permanent resident

i want to know that can children of a spanish permanent resident get citizenship of spain if he apply for citizenship ? Thanks in advance

They are in spain on family reunion visa and above 18 .

And Also let me know that if they are needed to give DELE and CCSE exam

If they are over 21, they cannot be included. They may have to take the DELE exam but that depends on whether they have already got a A2 level valid qualification in Spanish.
